Yes, we should be trying to increase that percentage. There isn't really a hard ceiling of any kind. I would imagine the ceiling of 100% to be the point where everyone is being as maximally moral as physically possible, dedicating their entire body and mind to the betterment of sentient life throughout the universe like enlightened Star Trek people or something. If you decide to live that way, great! But that's also really weird and far beyond what anyone would expect of you.
If I provided an answer to the question about the acceptable band, I would be trying to tell you exactly how often you should be moral. The only reasonable way to attempt to describe that is by providing a complete system of morals. That's beyond my capabilities for now. But I would definitely call someone a good person if they're giving a genuine effort to it and aren't obviously wrong, like a psychopath or a Nazi or something.
